Can Boo saga SSJ Goku defeat Full Power Perfect Cell?

How big could the power up really be? There's not a lot of hoopla around it at all.

For Vegeta at his most arrogant to call it "quite an improvement", I feel like it could be higher. But having just reread the segment, I suppose ~1.4x works fine.

There's not much room or subjectivity in that power up. 70-100 max 80-100 minimum. Anything higher or lower I just don't really see.

Considering Vegeta thought Freeza's first transformation would be an insignificant power-up, and he was thinking it would be similar to the boost seen by Zarbon's transformation, I can see it.

For a transformation its insignificant. For a power up it's not. If you have to completely change what you look like for a 1.33x power up, it's insignificant. If you boost your power on your own 1.25x, it's significant. Context my friend.

Also Vic, Semi Cell cannot sense ki. He has no idea how strong Trunks is.

Semi-Cell can sense Chi like every other form of Cell.

He just doesn't seem to utilize it like his other forms did.

He appears incapable. He is unable to tell that Super Saiyan Vegeta is around his level nor is he able to tell that Super Vegeta is way beyond what he is capable of.

He doesn't even seem to sense Vegeta at all until he becomes Perfect. He based Vegeta's power off of his own ass whooping. Nothing more. Semi Cell can't sense ki and no one can prove that theory wrong.

So Semi-Cell can sense Chi. He's just trash at utilizing it.

I think there's a difference between sensing someone coming and sensing their power if that makes sense. Both Piccolo and Cell have no idea how strong the person who is coming is.

If you mean Semi-Cell just lacks the ability to assess how strong someone is in comparison to himself, then that's cool.

But on a basic level, he can definitely sense Chi. I take "can't sense Chi" to mean he's Namek saga Freeza, which we know isn't the case.

Nice. Well at least you've proven my theory wrong. He definitely can sense ki. He can't sense ki in comparison to himself or judge it any way other than an indicator. That's essentially what his ki sensing is, it indicates something is there, but that's it.

From a story standpoint it does make sense.

Remember just how strong Cell is. He was able to tangle with Kamiccolo and he's nowhere near his true power for his first form, let alone his second. He more than maxes out his first form, so much so, he actually considers himself too strong. I mean, this guy fucking tanks Kamiccolo's Full Power Light Grenade. Do you know how stupidly powerful this makes Cell? So much so, it's been downplayed by the fandom as a whole because they can't even deal with it. Cell is most likely at least 3x stronger than Piccolo here, yet no one recognizes it. All of this just to find out that there's an android on his level! He then absorbs 17 and his power becomes so great, we get perhaps the best tank in the entire series over his former rival.

He's essentially a God. So much so, Piccolo doesn't think anyone can get this strong...

I think the same goes for Buutenks/Buuhan. They are just so stupidly powerful in comparison, they can't help themselves from not giving a shit about anyone else's power I guess.

Semi Cell doesn't doesn't see himself as an Unbeatable God. Obviously he can't since he knows his Perfect form is.just around the corner and it's a power that he can hardly fathom and will dwarf what he's currently at. I think he just can't believe how or.why Vegeta and Trunks are so.damn powerful. RoSaT training does really give absurd power ups.
