With the way #16 was talking about Vegeta, him being around Semi-Cell makes the most sense. Not only does he note Vegeta's ridiculous increase, but he also believes they could escape once they start fighting. This is the same #16 that thought no one in the universe could stand up to Cell like a few pages before.

16 didn't imply Vegeta would win. He makes it seem like Vegeta has caught up but still weaker.

Not win, but he made it sound like it'd be a fight.

Based on Trunks' surprise, Vegeta is already a match for Semi-Cell. That means whatever difference there is between them is more than likely insignificant.

When Super Saiyan Trunks blocked Cell from going any further, Cell started bitching to Vegeta. He didn't even try. Trunks only transformed into Grade 2 to catch up to him. He turned Super Saiyan simply to block Cell from going any further. I always had Semi-Cell's full-power>>Super Saiyans, but now I'm beginning to question that.

I agree with EV here. They are at least on a similar plateau from each other.

Yea I agree. More or less on the same level. But if you give anyone an advantage, which isn't necessary, it should go to Cell. 16 implies that Vegeta can put up a fight as does Trunks, but neither implies Vegeta would have the advantage.

When Cell runs away, we see Trunks turn into Grade 2 immediately, he knows he might get a shot or two in on Trunks, but he will be demolished. Also, Vegeta is Cell's Daddy right now, it doesn't make sense for him to abruptly hit his son and think it's all good.

Yea, the anime is definitely wrong there imo. That's too much. If the Super Saiyans were that much more powerful than Initial Semi Cell, 16 would be rejoicing and celebrating their survival. They wouldn't merely have to sneak away when the action started.

I don't see why a bit of Vegeta's power up vs Semi Cell can't be in SSJ form.

Could.have SSJG2 Vegeta >> SSJ Vegeta > FP Semi Cell >> initial Semi Cell >= initial SSJ Vegeta.

Why would it be? What suggests that they can suppress their Super Saiyan, they never did it before and it's just not suggested at all. Why show up with 80% Super Saiyan power.

This is all a farce to try to diminish Grade 2's boost as far as I'm concerned and I'm not buying it!

It is suggested though.with SSJ Future Trunks scaring FP Cell as well as the anime as well as Future Trunks being surprised Vegeta was going SSJG2 right off the bat.

There's also the fact Grade 2 was abandoned. If Cell Games Vegeta would be as strong if not stronger than 100% MSSJ Goku in Grade 2 I doubt he'd abandon it.

More like he's not fighting, so he can't be judged entirely. If Vegeta can fight #18 without using all of his power right off the bat, there's no reason why this couldn't apply to Vegeta standing around much later.

Looking at the scene again, the fact that Trunks is perfectly fine getting in Semi-Cell's way as a Super Saiyan shows he's confident in fighting him in that form. He only became Grade 2 to raise his speed and catch up to Cell. If Trunks really doubt Grade 2 was necessary, he wouldn't have only changed into a Super Saiyan to stop Cell from going any further.

Grade 2 makes Semi-Cell look hella weak. His full-power is briefly noted before being dismissed. Super Saiyan could easily be in the middle of Semi-Cell and Grade 2.

There's no reason for Vegeta to be actively suppressing. He wants to get to Cell faster so he transforms into Super Saiyan. Why would he go out of his way to be anything less than the Super Saiyan's power? It would be weird. His power registers somewhere around Cell's. He could put up a fight against Cell as is, but decides to transform right away.

Vic, the reason Grade 2 was abandoned is because they could not reap the results they wanted through that method. No one at the Cell Games can reproduce Grade 2 at that time. They went a different route, cutting off their ability to go Grade 2 in exchange for vastly superior power.

Cell is not afraid of Super Saiyan Trunks. Cell is running into another Vegeta like power, even if he doesn't display it right now. Don't forget, Cell is probably damaged by a good margin as well. Cell can't just walk through Trunks as is and Trunks can get much more powerful.

As I said, it's a never ending fight to diminish the power of Grade 2! There's no real logic behind it!

Future Trunks seemed surprised Vegeta was going Grade 2 right off the bat. Seems to suggest Grade 2 is overkill vs initial Semi Cell.

Not going Grade 2 off the bat suggests Grade 2 would be needed. Not needing it right off the bat suggests Vegeta and Cell are in close proximity with each other.

Vegeta could have had a good warm up with Cell with just Super Saiyan is what I see. Cell powering up further was a surprise.

Trunks surprise suggests Vegeta can beat Semi Cell in SSJ IMO.. Where as I'm not sure #16 believes that.

That actually makes sense, as 16's scouter was shown a few times to work more like Ki sensing than like the Galactic Trade's scouters. Dunno if Vegeta's standing Ki is that low though. If Vegeta was so strong, why use Grade 2?

Vegeta was clearly above Semi-Cell, at least in his suppressed state. If he was weaker why would Trunks question his decision of transforming? Vegeta isn't Goku. Vegeta would rather show off his dominance against his opponent than to have a friendly warm up session.

I agree. SSJ Vegeta being like 70% there makes so much more sense than what P123 is trying claim. Not to mention it makes no sense for their ability to use SSJG2 to just vanish during the Cell Games.

Vegeta also is the same fighter who allowed for his power to be drained by 19 so bad that he was going to lose to 20. Could be Vegeta's ego saying he isn't forced to transform or whatever.

Either way, nothing suggests that Vegeta was suppressed as a Super Saiyan or could have beaten Cell as a Super Saiyan alone. The fact of the matter is that Super Saiyan Vegeta and Cell are around the same power, period.
