Yeah I should have checked the strength checker for that quote, but given the rest of the volume it seemed obvious that tenshinhan could see their movements even after they powered up.

Same broken logic that lets :Krillin commentate on Goku's Kaioken x 20 be ineffective when he and the others couldn't keep up with Freeza's speed when he was fighting Vegeta at a tiny fraction of that power.

Either way, it seems to be clear that Toriyama considers the likes of a holding-back Goku far faster than what Ten can see before the aforementioned logic kicks in. Ten was later able to see clearly Piccolo Daimao punching Goku to the ground and such as well, but on the same token, Chi-Chi saw Goku defeat Ten in the 23rd and commented on it despite not keeping up with his initial speed. So yeah, broken logic.
