Goten alone gave Gohan more of a fight than Dabra did, so I'm sure that with someone slightly stronger on his side they should be able to easily overwhelm Dabra (not factoring in stone spit).

Gohan forced Dabra to abandon hand-to-hand combat and resort to magic just to stay competitive. Even when he landed a clean shot on Gohan it still failed to inflict any visual damage. Gohan even overpowered Dabra at close quarters when he broke Dabra's sword. Gohan is clearly stronger.

Meanwhile, here's how Gohan vs. Goten played out:

I don't see how that's not on par.

Trunks is slightly stronger than Goten, so I don't see how Dabra could possibly have a chance here if he can't turn either of them into stone.

Gohan was breathless after breaking his sword, meanwhile Dabra is fairly nonchalant.

Gohan and Goten are simply sparring. No reason to look further into it.

Dabra was actively trying to damage Gohan and failed to cause much of it despite getting a surprise attack in. There's more than enough evidence for his boasts being a load of crap, especially when he displays no power up against Boo when trying to eliminate him either.

Dabura got scolded by Babidi for not being able to do anything to Gohan. That's his cockiness, he can't back-up his words.

Goten is unable to properly control his Chi, he can't be that powerful.

What is the key to winning in battle?

In battle, the most important thing is the size of your ki, and your control over it. Ki as a concept of course includes such spiritual powers as energy [genki], courage [yūki], and right-mindedness [shōki]11. No matter how much you train, there are limits to physical strength, and the only way to overcome that is through ki. I think Goku was able to approach the mightiest warriors in the universe through strengthening his ki.

Hence why they had trouble with Android 18.

Raditz is worse at ki control than Goku was when they fought, so I guess the latter is superior as well.

Even with shitty ki control the kids shocked the crap out of #18 with a suppressed ki attack. You kids nerfers never quit

Except for the fact that Gohan states he is gonna begin his ''SERIOUS'' training with Goten.

I find it kind of illogical for them to be so powerful based on 2 scans. It's sheer stupidity and goes against what god (Toriyama) tells us about Chi. Goten is unable to completely control his, and that is the secret to becoming powerful. Because he is unable to, he doesn't classify as a Mastered Super Saiyan yet, which is essentially the Super Saiyan transformation milked to it's full potential. He should theoretically be weaker than Goku by default. Not to mention they aren't powerful as Super Saiyans to over-power Android 18 physically. The suit hindered their mobility, not their durability or their strength. A good area for them to fall into would be in-between the gap between Android 18 and Semi-Perfect Cell, probably right in the middle seems best.
