I'm not 100% sure, but maybe because up-to that point the only in Universe 7 who could even challenge him somewhat. And because he saw some potential in them.

Probably from him being more of a potential rival rather than a current one. That, or retcon, since the manga stated that SSB almost rivals the Gods.

I have no idea what to go by. I think Goku/Hit have surpassed Beerus, at least temporarily.

Yeah, Champa seems to think the timestopping ability of Hit's would make no difference against him. Even factoring in Hit's fatigue, he was still able to hurt SSJB Vegeta badly when he was suppressed to a level where base Goku could take him once he had knowledge, so it appears Champa still outclasses him by a large amount to think that it would make no difference, despite his time stopping skill growing after the fight.

Even though this contradicts several statements about SSJB being on the level of the gods, from Super it's only to be expected.

This is a very good point. Although in fairness he doesn't know if Monaka has progressed or not since his last battle with Beerus. I'll accept that point though. It's just odd to me that Beerus would think anything of SSJG Goku, even if he was the strongest guy he's ever fought. You'd think Beerus would have been challenged by someone stronger than like 6% of his power in the past.

True, but guys like him and Cell considered Goku a worthy adversary even when they were hiding their full powers and he was struggling to keep up. Combined with DBS's rampant antilogic, the retcon makes about as much sense as anything else.
