He cycled through the forms numerically. It'd be strange to suddenly name it anything but SSJ4 when God and Blue aren't part of this series.

He's just going through all of the transformations that he currently uses. The main forms have always been SS1, SS2, and SS3. At the end of the day, he didn't say SS4, so until Toei comes out and sets the record, it's ambiguous.
