He just isn't very gifted. He presumably trained his entire life under Tsuru's very strict school, while Yamcha and Kuririn reached his level with just a few years with Roshi.
They bring up him knowing Tenshinhan's techniques as a factor and knew he oneshotted Chaozu, which of course his previous self wasn't able to do. They were most likely overestimating him and perhaps Chaozu based on that feat and Chaozu having not been far behind them 3 years prior. The implications of Tao Pai Pai's capabilities at the 22nd TB despite the power scaling also suggest his skill in general is great enough to be a threat to significantly stronger opponents and the lessons from Karin's training may have been a greater factor than most give credit to.It seems strange Kuririn and Yamcha in the 23rd Budokai would be so worried about a figure like Tao Pai Pai that Goku defeated 6 years ago when they are eons above that level.
As GSM said, he was most likely nowhere near as talented as the others. His debut self had the advantage of a strong sparring partner in Tenshinhan and Tsuru Sennin possibly taking a more active role in his training than Roshi did for Yamcha and Kuririn, not to mention likely for far longer than the near 4 years Kuririn had. After that, the playing field was far more levelled for training regimes between the humans and it became apparent Chaozu simply couldn't keep up.Why was Chaozu so weak? We saw in the 22nd Budokai that Chaozu wasn't a complete pushover for Krillin. What changed after this? In the 23rd Budokai, we see Yamcha and Krillin approaching Young Piccolo Daimao's level, yet Chaozu wasn't even close to that level despite undergoing the same training. Then after 5 years of training with Tenshinhan + Kami's training he amounted to less than Yajirobe lol. Wtf happened?
Who's stronger? Crane or Tao?
1) Why was Piccolo Daimao's crest left at Krillin's dead body? It it a calling card or a plot device? If so, Piccolo really gave himself away at the word go. Could have not left that there for everyone to see.
2) Help me understand the relationships here with regards to martial arts schools.
Mutaito was the top guy, and he trained Gohan, Roshi and Crane Hermit. Did he also train Tao or did Tao learn on his own?
So Crane Hermit goes and does his own school, where Tenshinhan trained and sometimes Tao was there too as a teacher.
Roshi and Gohan also then went their own ways and started schools. Both taught Goku which brings us to where we are today.

did tsuru-sen'nin's school only train future assassins? i'm not sure, if any-1 can & wants to answer.
that'd also be kewl to knw more abt the relation-ship between tao & kame-sen'nin i think but not much there i think
