I haven't checked yet. I've been playing the story mode hence I don't know yet but I did beat all the characters so I guess they're unlocked? I'll check and see later after I finish stage 5.

Game over. I just checked the list of the characters that I've unlocked so far and I think it's either 7 or 8 (if Tien can be count since I don't remember him being there before the story).

 

[Captain Cadaver]

You need to beat characters in story mode (draining all their bars and eliminating them from the field) as specific characters in order to unlock some. Here's a list of how to unlock each one:

Nappa - Beat him as Vegeta
Future Trunks - Beat Vegeta as Kid Trunks on Stage 3
Vegeta - Beat him as Goku
Reacoom - Beat him as Goku on Stage 3
Ginyu - Beat him as Vegeta on Stage 3
Freeza - Beat him as Goku on Stage 3
#16 - Beat him as Goku
#17 - Beat him as Piccolo
#18 - Beat her as Kuririn
Dr. Gero - Beat him as Goku
Cell - Beat him as Goku on Stage 4
Great Saiyaman - Beat Cell as Gohan on Stage 4
Shin - Beat him as Goku
Mr. Satan - Beat Boo on Stage 6 as Great Saiyaman
Videl - Beat Gohan Boo as Mr. Satan (you have to let Gohan be beaten by Gotenks Boo on Stage 8 for him to be absorbed)
"Teen" Gohan - Beat Cell on Stage 9 as Gohan

Dabura and all of Boos forms come from playing Babidi's Spaceship mode.

Alternatively, you can unlock everything gradually with ease by holding L1 and L2 when entering and leaving the Skill Shop that will usually unlock 3 random Capsules. Be sure to save immediately after as if you try it again, the capsules unlocked prior with this method will be reset the next time if not saved.

I did beat all the characters it's just that I didn't use the characters like you mention to beat them.

When I count the characters it bugged me how come I didn't unlocked Nappa even though I already kicked his ass and eliminated him in the game lol.

Yeah, but a-lot of it also comes from seeing the advertisements (IIRC), roster (at the time the biggest IIRC just like the original BT before was) and magazine review with screen-shots and all.
