Haven't done one of these in a long time. Not a completed version, but this should suffice in getting it started. Been working hard, getting this stuff better nuanced.

So, Base Goku Post SSJ is a theory in which Goku after becoming a Super Saiyan is now able to tap into a state called "Super Saiyan Essence". So essentially Goku can now tap into 10% of his Super Saiyan power, while still in Base. Goku's actual base power does not change, it remains at 3,000,000, yet, he is able to scale all the way up to 15,000,000 in his Base form, by tapping into Super Saiyan power. Super Saiyan power is not compatible with Kaioken and Goku cannot tap into multiple transformations or techniques here. If he is using Super Saiyan Essence, he cannot also use the Great Ape form of Kaioken on top of it. His actual Base power would be the power he would be transforming on top of. So Great Ape Goku, if he had a tail here, would be equal to Kaioken x10 Goku, despite his Base Super Saiyan Essence state being 15,000,000, Goku's Kaioken and Great Ape transformations only account for the 3,000,000 available to those forms. So this is how we can solve the issue of Super Saiyan feeling like 10x, while also keeping the logic that Super Saiyan should be much stronger than Kaioken x20. This theory allows for both. Tapping into Super Saiyan in Base, doesn't mean you can multiply that power by other transformations. This should solve 90% of our issues going on.

Saiyans who are nearing the Super Saiyan transformation can unlock Super Saiyan Essence, which is what Vegeta has done here. This explains how he is not completely blown out by Base Goku and Base Trunks, despite not having Super Saiyan himself. This will also be important for explaining how Base Vegeta/Cabba and Super Saiyan Vegeta/Cabba are on par with each other. When a Saiyan has enough S Cells, or is close enough to Super Saiyan, they can tap into the Super Saiyan Essence state. Piccolo's assimiliation with Nail has proven extremely fruitful, he has power that is capable of keeping up with the Base Saiyans and well on his way to surpassing them soon, despite them being able to tap into their Super Saiyan Essence state.

Alright, been working on this bad boy for many, many months. We had to go with a Super Saiyan boost of 10x to make Dr. Gero's calculations reasonable. Gero claims to be able to beat Vegeta if he can absorb Piccolo and the humans after he absorbs Vegeta's Blast. Piccolo and the humans all seem to be below the Base Saiyans power, so, its necessary that the Super Saiyan multiplier is way weaker than 50x to make all that work. I've found 10x to be a happy medium, still giving Super Saiyan a solid boost, but also low enough to make countless statements work. The Super Saiyan Essence theory should work from here on out for everyone, including Gohan here. Yamcha is indeed a good source of power, accounting for 8% of Android 20's ki before the absorption. The humans power added to Gero after he absorbs Piccolo should be beyond Expected Vegeta. Expected Vegeta should be a good amount above Android 20 Post Piccolo. This satisfies the power chain of Android 20 Post Humans > Expected Vegeta > Android 20 Post Piccolo. I had to cheat a little to make Android 20 Post 2 Piccolos still a bit weaker than Expected Vegeta, but still reasonable to make 20's claims work reasonably well. Which is the goal. A 5x boost would have made things fit a little better on some angles, but makes things worse on other ends.

It's important to keep the tanking gaps consistent. Since I have Android 19 at 50% of Super Saiyan Vegeta, I must make Semi-Perfect Cell's tank on Android 16 much more devastating. I've chosen to go with Android 16 being 33% of Semi-Perfect Cell. This clearly shows how much more dominant Cell was over Android 16. For me, Imperfect Cell basically tanks the Light Grenade, I know Herms has him getting slightly damaged, but Viz and the anime have him taking no damage. I think I can play it safe here and make the blast around 60% of Cell and reasonably get away with this.

Once again, consistency is key. Android 19 is 50% of Vegeta, his tank wasn't all that impressive. Android 16 is 33% of Semi-Perfect Cell and now we add Super Vegeta is 37.5% of Perfect Cell. Tanking gaps being consistent is a huge thing if you want a truly correlating list. It's very easy to break someone's power level list by pointing out major inconsistencies like this. An easy way to see if the power scaler has done his homework is to compare the easy-to-read tanks, which there's no much to argue against the domination levels being presented. The last tank is SSJ2 Gohan tanking Cell and the way it's going here, I'd say Cell would be 45% of Gohan to make it all consistent. Obviously matching up these tanks to previous sagas will be a bit of an issue, but one step at a time. Super Vegeta also tanks Semi-Perfect Cell in line with how Android 19 tanked Super Saiyan Vegeta. So, this is a gap that people usually keep tighter, but since I intend to be consistent, I had to open up this gap to reasonably match the tank. Semi-Perfect Cell is 53% of Super Vegeta. This forced me to use a bigger than 2x boost for Grade 2. This seems completely necessary since I think Super Saiyan Vegeta (Post Rosat) should more or less equal Semi-Perfect Cell.
One of the other things I liked about being forced to go beyond 2x for Grade 2 is that it sets us up to use 10x for Grade 3, counting from Super Saiyan that is. So Grade 2 is a 2.5x boost off of Super Saiyan and Grade 3 is a 4x boost counting off of Grade 2. This means Grade 3 is 10x off of Super Saiyan. Not that I care too much about making guidebooks transformation multipliers work, but the more I played around with different ideas, the more I started thinking that Grade 3 being 10x off of Super Saiyan being realistic. Now, EML may indicate that it's 10x off of Grade 2, so if that's the case, there's no chance for me to make it work. However, if it's off of Super Saiyan itself, then, it seems it can work really, really well. So I took the opportunity here. The increased spacing between Perfect Cell and Super Vegeta really led to this being able to work for me.
Perfect Cell gears up for the Final Flash in a manner in which he looks like he can take it head-on. So I put an estimate in for what Perfect Cell expects to deal with. The only problem is that Vegeta in his training has made a wildly powerful attack that blows Cell apart. Vegeta's Final Flash should be extremely deadly and all max-powered Kamehamehas should also be ridiculously powerful at this point of the game.
Cell Games
You can't really do the Cell Games without first accounting for all of the Buu Saga stuff. You have to account for the power chains like Base Saiyans > Kaioshin > Piccolo, which are not easy to work with. You also have to account for a rage boosted Super Saiyan 2 by Gohan in the Cell Games. And leaving plenty of space between Goku and Kid Gohan, since Teen Gohan should probably be a bit above Goku from the CGs.
So this will have to happen at a later date. As of now, this should be a great start
