So 1st form of Freeza is stronger than Good Boo and Gotenks i think which mean he could be around Bootenks and Boohan league.

If 1st form of Freeza is 1000, then how does the Z characters who are relevant to this league compare to him?

Gohan being in ultimate state or not is still debatable.

I don't think Gohan declined in power to the extent of which some people seem to believe; if his base form was notably stronger than Piccolo, going SSJ should put him pretty close to his Ultimate counterpart.

As for Frieza, putting his first form above Buuhan makes a lot of sense when you consider how new villains have likely always started off stronger than their predecessors. Even supporting villains have apparently had the luxury of rivaling the previous arc's main villain.

To give you some examples:

Main Buu (pre-split) > Cell
Dabura > / = Cell or Dabura < / = Cell - Still close regardless
Imperfect Cell > Frieza
17 and 18 > Frieza
Gero and 19 > / = Frieza or Gero and 19 < / = - Still close regardless

The power scale below is what I deem pretty reasonable for RoF:

Final Form Frieza > SSJ3 Vegetto > SSJ2 Vegetto > SSJ Vegetto = Third Form Frieza > Second Form Frieza > First Form Frieza > Buuhan > Buutenks > Ultimate Gohan > SSJ Gohan > Ginyu-Tagoma > / = SSJ3 Gotenks > Super Buu > SSJ Gotenks > Tagoma > Kid Buu > Mr. Buu

Gohan did nothing in his base form that suggests that he was stronger then Piccolo. Ginyu/Tagoma was completely unimpressed and the only thing that shifted his opinion was Gohan becoming a Super Saiyan. Additionally, the implication suggests that Gohan's body is so rusty that he can barely handle turning into a Super Saiyan. During the Majin Boo Saga, he was able to become one at will and suffered no bodily restrictions because of it. This suggests that he is even weaker then he was while sparring with Goten.

It's stated that Gohan was their most dangerous enemy. Since Piccolo does nothing to prove otherwise, we can safely go with this as a fact.

Gohan never displayed strength on par with Piccolo in only his Base form, all he managed to do was annoy Tagoma/Ginyu. It wasn't until he became a Super Saiyan did the tables turn completely.

1rst Form Freeza can essentially be as powerful as Majin Vegeta SSj2 and contradict nothing; likewise Adult Gohan being weaker then Organic Freeza in only his Base form.

Gohan's body could barely handle the 50 fold multiplier that the Super Saiyan transformation provides. It's a reasonable assertion to determine that he's even weaker here then he was during the Majin Boo Saga since his younger body was still capable of transforming into a Super Saiyan at will.

Teen Gohan SSj > Adult Gohan SSj (Super) > Piccolo > Freeza 100% > Teen Gohan Base > Adult Gohan Base

Gohan was only winded after fighting equally with Piccolo. He's shown pacing back and forth when thinking about joining the tournament, so him being able to barely stand is an exaggeration. To still put him below 100% Freeza is to basically ignore the entire sequence where Base Gohan is clearly shown fighting on the same level as someone way above Freeza.

Piccolo was completely fine and Gohan could barely stand up, the suggestion that Piccolo is stronger then Base Gohan is pretty straight forward. Since Organic Freeza is stronger then Base Saiyans in three official sources this makes my analysis the only logical plausibility.

They were shown to be fighting on an equal level. How is someone weaker than 100% Freeza fighting evenly with someone who said they weren't going to hold-back in the sparring session?

I've nothing else to say on the matter. Three official sources state the opposite and Piccolo is completely nonchalant while Gohan isn't.

Tagoma says Base Gohan>Piccolo.

Super shows the two training hard. Piccolo said he was not going to hold-back on Gohan during their training.

That feat alone is enough to put Base Gohan above Freeza considering Piccolo would smash someone like #17 with ease by this point.

So no, Freeza isn't above Base Gohan.

No feats determine that Tagoma's ideology was accurate. Piccolo was completely nonchalant during his sparring session with Gohan, while the latter could hardly stand.

Freeza can definitely be stronger then Base Gohan without contorting the story.
