Your theory is interesting, anyway I think Moro just started fighting UI Sing Goku in earnest at the end of their match.

I think Vegeta SSJBE (Post Yadart) is more powerful than UI Sing Goku, it's a matter of seeing how Moro OG73-I fared against them 2.

Just look at Chapter 60. Goku and Moro are fighting evenly at the start, then we see Merus saying Goku's stamina will end first and it cuts back to Moro having the upperhand. The big problem is that UI Sign costs too much stamina. Beyond limits was just a failed attempt by Goku to regain his full power.

Moro allowed SSJBE Vegeta to attack him to see how strong he got, but Vegeta clearly didn't stand a chance before Spirit Fission started to work. He only surpassed Goku in the sense that he was going to beat the main villain this time.

SSJBE Vegeta was tanked and one shot by 73 Moro. UI Sign Goku never fights him, but SSJB Goku manages to blow his arm with a Kamehameha.

Clearly that technique wouldn't have worked against UI Sing Goku.

UI Sing Goku may have a stamina handicap, however, his speed and reflex advantages mean the loss of stamina.

I think if the writers really wanted to say Vegeta > Goku, they wouldn't have Goku standing a chance against Moro while the best Vegeta can do is not get one shot when Moro is toying with him. When Goku starts to lose, they instantly say it's because of Goku's stamina, not because Moro was toying.

UI Sing Goku matching Moro and once UI Sing Goku starts to lose stamina and Moro humiliates him so easily, it reminds me a little of the fight between Vegeta SSJ (Pre Rosat) vs Android #18.
