It's not really that hard to scale the humans tbh. This episode didn't make it any harder for sure. Kuririn is the strongest Earthling and is relative to #18/Base Saiyans/Piccolo/Final Form Freeza, Roshi scales up to Kuririn and Tenshinhan is the weakest U7 fighter though not by a godly amount.

But it's never out-right stated. To me it seems like Toei keeps it vague on purpose.
