How powerful is DB-Super Shisami?

It's hard to tell. Piccolo and the others didn't look too excited when he stepped up to fight. Since Gohan decided to challenge him, and had his Chi-blasts easily deflected, I'd say Shisami's likely above Piccolo. Gohan was about to power-up when Shisami had him in a bear hug, but Tagoma blasted through him afterwards. Tagoma said he did it so they could eliminate the "most dangerous" guy on the Earth team. This was also before any of them knew Gohan could transform.

Shisami is equal to his movie counterpart ala a little stronger than Piccolo.

Piccolo also asked whether Gohan wanted any help or not before the fight, so it seems he's at-least somewhere around Piccolo at the very least.

That's too high. While I've no problem with SSJ being a small increase for Gohan, you have a chain of SSJ Gohan > Ginyu Tagoma > Tagoma >> Shisami which is too tight to have him at Super Boo level even if assuming Gohan is equal to his Ultimate self at SSJ.
