But it's not decisive that he can tap into his full power. He's saying at his current state he isn't totally hopeless against Boo, but It may be necessary to tap into his full power to get the job done. Clear as day. He knows full well he can't get angry like he did 7 years ago. He couldn't have been factoring his rage.
