Fair enough, but I'd still say the advantage is very minor at best. I don't see why Boo would ramp up his power if he was already capable of tooling Veggie.

Majin Buu is sold as this invincible, GOD like being. For him to only be comparable to Gohan's already weakened max power, Gohan's perspective makes sense. Kaioshin has been selling Majin Buu to be a god, whereas, the Saiyans don't think so. The power statements show this about Majin Buu.

1) Vegeta absolutely shits on this supremely feared being. Goku notices he's weak, but he feels something is up.
2) Even weak ass Gohan is unimpressed based on how he was built up.

This is the set up. When Buu powers up and they all shit their pants, it comes full circle. The effect is more dramatic with that first interpretation.

Don't forget, the flow of the story. Back when you first remember the story, it was a hard sell for someone to be stronger than Cell. Everything is set up to be overexaggerated. It isn't until his first power up, does the case and the entire audience realize, holy shit, we have something here.
