He wouldn't need to say "all" if it was just him and Vegeta; then it'd be "both." That was before Gohan even attempted to flee from Boo.

I think it's implied with these statements that Majin Boo after taking out Dabura is enough of a challenge to the likes of Goku that he probably can't get the job done on his own, and thus wants Vegeta and Gohan's aid to secure the victory. I don't think Boo is much higher than Goku, if at all; Goku by this point has acknowledged that Boo isn't anyone ordinary, so even if Goku is stronger, it might not last for long enough to actually win. Gohan also is shocked when Boo takes no damage from his kick, implying Gohan thinks he could at least do minor damage at his level.

After Boo powers up following Vegeta's insult is when he becomes definitely superior.

Boo (power-up 2) > Vegeta & Goku & Gohan > Boo (power-up 1) > Goku = Vegeta >> Gohan > Boo (initial)

Goku is the one that knew there was more to Boo than his initial ki reading, so I doubt he was thinking solely in terms of Boo's current battle power when he said they'd need to gang up on him to win.

Power Up 1 Fat Boo should be strong enough to warrant Goku to fight as a team with Vegeta and Gohan, though to have Vegeta have confidence in himself to destroy Boo. Probably about a 1.1x difference.
