I'd say not. Considering the gap between the kids and the adults isn't colossal, having the Base Saiyans not be several times stronger than #18 yet still far above Shin who'd supposedly be above Piccolo doesn't really work too well. Vegeta saying he'd finally get to see what Shin was capable of also suggests Piccolo's forfeit wasn't a solid indication. Kuririn even supports this by saying that not even Piccolo could stand up to Boo when Big Green wanted to go help Kaioshits, suggesting that Shin getting stomped by Boo wasn't enough of an indication to make this apparent.
Furthermore, if taking Super into account, it's clear Piccolo couldn't sense Beerus and therefore shouldn't be able to sense his counterpart Shin. Sure, we have Shin stating he must've realised who Shin was due to being Earth's previous Kami, but coupled with this scene, it makes it seem more like a logical deduction than outright sensing. Most likely, Piccolo didn't gain that ability from Kami due to Kami not being the base.
You could bring up the Daizenshuu outright stating Shin > Piccolo, but considering this is purely based on Piccolo's overestimations, the same ones that have the Daizenshuu state Kibito rivals Base Gohan, I'd take this entry with a pinch of salt.
I think Pre-Rosat Kamicollo is enough to take this with mid or high-diff via scaling regarding the kids, #18 and the Base adults, nevermind post-Rosat.
