Yeah, but it's still a fruit that grants rubber properties. A ''weak'' fruit that was used to the limit is still retained. It's not like a logia or Whitebeard's DF that are overprowered by nature.

So I don't understand this quote from the Gorosei.

Why were the Gorosei acting as if they knew the fruit would awaken? How could they have foreseen that?

I guess it's because of how many achievements Luffy has gotten on his journey, his growth, and the possible scenario that fighting a Yonko will be the final nail in the coffin for this to occur.

I think the previous users of the fruit never made it that far.
