That just shows Base Goku/Vegeta simply got that strong by the EoZ. Goku also says Oob was exactly who he thought he'd be, which would be a bit of a jump to conclusions if Oob wasn't close to Pure Boo's power. He could. The question is, would that fit with how he's portrayed at the EoZ? I'd say not as whilst his appearance there was limited, his mannerisms and speech seemed far more self-centred and simplistic respectively than the more eloquent nature he had in this chapter.
