The rough drafts for the chapter show that the crystal on his head is still cracked after he got the Senzu, so it's probable that he still can't use his stolen abilities. Truly makes giving him the Senzu pointless when the arc is already ending soon and Moro will have to be defeated anyway.

That'd actually be among the lesser sins of the arc since OG73 already copied Piccolo's regeneration

Then he is in the position to do just that to Moro (who by all accounts is more evil than Cell) and he gives him a Senzu, resetting the last entire 2 chapters' worth of progress... expecting the healed Moro to just quietly submit and go back to prison

At this point, I'm convinced Toyotaro must be intentionally trolling the fans and seeing how he can top his previous character assassination of Galu each time 2.

It's not as though he has a complete lack of understanding of him. As much as his AF version was a plot device with minimal characterisation, his actions at least seemed like those of Goku's at times. Only other explanation is Toyo got GASLIGHTED by TFS memes into assuming Goku's just meant to be a one-dimensional buffoon .
