The only way to make sense of this is to assume he's a double agent working for Moro, which is why he didn't make a move prior. Probably not going to happen, but neither does any kind of logical conclusion nowadays.

CC, how strong do you have Meerus, Dai Kaioshin (10,000,000 years ago) and Moro (Past) and Moro (Current)?

  Will they beat Gogeta SSJ4? How do you compare them with the DBS characters?

Its the first arc where Toriyama is taking a back seat and allowing Tracetaro to come up with the main story. Not exactly filler.

Filler in a sense that It doesn't feel like a big deal to me. Like how Fake Vegeta arc was for instance.

It's a lot more significant than the Copy Vegeta garbage.

So far this is playing out similarly to the Future Trunks arc. Someone recruits the Saiyans, Vegeta and Goku arrive to fight the new foe, Vegeta fights first, Vegeta seems to have the upper hand, then the bad guy gets a power-up of some kind and turns the tables. I hope Toyo deviates from that formula so I'm not predicting Ultra Instinct Goku will stalemate Final Form Krampus at some point after a powered up Vegeta tries again.

Depends how it plays out. So far it's underwhelming to me.

It's hard making threats a big deal when the only way to escalate is another threat even stronger than Jiren.

True, hence why I'm not expecting this arc to be a huge letdown compare to the other arcs. I don't feel the hype at all if that's the correct word.
