No, I think you are wrong Withheld. In that timeline, Trunks deactivated the Future Androids. This is clearly not that timeline, as Trunks is with Goku and Co. This timeline has no Cell and Super Android 13 instead. Krillin deactivated the androids while Piccolo was fighting them on the island.

We don't know how exactly the guys dealt with Androids in the No Cell timeline Trunks came back from before being killed by Cell.
Maybe Krillin deactivated them while they were fighting Piccolo. Maybe the fight Piccolo vs Seventeen never took place. Maybe
Goku joined the fight when he recovered and did a spirit bomb thingie. Anyway, after the Androids were defeated, before Trunks
leaves for his world, Movie 7 takes place.

Personally I have Super 13 close to suppressed Semi-Perfect Cell in power. That's just where he ends up when I add #13, #14 and #15's BPs together.

I don't have him on Semi-Cells level. I only have him close to a suppressed Semi-Cell. I only have Semi-Cell as Imperfect Cell+#17, so there isn't a lot of places for Super 13 to end up.

Fears trump the guidebook in my opinion, and 16's feats are much better than 13's. I still stand by Imperfect Cell tanking Piccolo's Light Grenade as a serious feat, and 16 was around the same power, maybe just a little less. 13's best feat is tanking punches from weighted Piccolo (key word there: weighted). That feat honestly doesn't place him too far above 17, maybe a 10% advantage, and I think that means less to me than it does to some of you.

Cell didn't tank the Light Grenade, quite the opposite actually. Light Grenade violently forces Cell underwater and even damages him a bit.

SA13 tanks Piccolo and manhandles Piccolo in superior fashion to what Cell did to Piccolo.

SA13 is not tons stronger than 16, but he is stronger. The movie states it as well.

Super Perfect Cell couldn't tank SSJ Vegeta's blast.

Considering just how amplified Vegeta can make his blasts, it's honestly not that surprising. I actually don't have numbers for this right now, but Vegeta's amplification is definitely hovering around 3x.

Super Perfect Cell is probably only something like 5x Vegeta. Vegeta's amp is no joke.
