Sure can, she makes Goku actually use a little bit of effort, it's not until Tien v Goku get going does she lose sight of them. She's stupidly powerful. Who's to say she's not? She got further than Yajirobe and Chaozu and her power is seen as somewhat respectable.

But why is her stronger than old Piccolo Daimao? How can you justify that? Do you really feel like Chi-Chi would oneshot 22nd Budokai Goku and Tenshinhan?

It's one of those wacky power scaling issues. Cyborg Tao Pai Pai would crush Old Piccolo Daimao. Which is ridiculous. At least with him though, you can somehow blame cybernetics.

I see no reason for Chichi not to be that strong. Do I agree with it? Hell no. She would crush Roshi so easily, it's a joke. Do you see the story suggest anything else?

Yeah, but I'd like a breakdown explaining why you have her that strong.

Nothing too crazy, she's doing pretty well against Goku, definitely much better than King Chappa, her fight doesn't look terribly far off from Cyborg Tao vs Tien and she is able to keep up with the fights until Tien v Goku (Initial Speed), suggesting that she's stupidly powerful herself. She's several notches below Cyborg Tao in my opinion.
