Roshi underestimated Goku's durability, he never once makes a comment during the battle that he was surprised by Goku's battle power, implying he knew what to expect, and Goku was serious against Namu.

It seems to be a mixture of the two. Roshi is certain Goku is going to be done after receiving Namu's blow, yet is surprised when Goku gets up, and Namu says he missed his mark. If Roshi is not surprised by Goku's power later on, he should have a good grasp of what can/should damage that level of power, playing into Namu's statement. Goku's durability was mentioned too, but I think it's more likely that Namu missed the mark.

Then please tell me how this quote is implying anything different from the quote in the Nam fight, where he said he might lose. It just makes sense that he was talking about Goku in-general, instead of just his strength. Including how frustrated he made Master-Roshi.

Master-Roshi thought he could possibly lose even before his fight with Goku, but then matched Goku in the tournament fight and said he's good. What's the difference?
