Who made the bigger fusion gain: Merged Zamasu or Kibitoshin?

That's probably because Goku had already used up a lot of stamina in his attempt to seal Zamasu with the Mafuba.

Goku only said the stamina drain would've stopped him from using Blue again (and managed to still squeeze out another two Blue transformations when he got desperate, anyway), he never said he was horribly weakened by it.

I never said it horribly weakened him, but the fact he used up enough stamina to be unable to use Blue for a while might be a good reason why he didn't use SS3 (which drains his stamina too), especially since his SS3 at full power was about as strong as Trunks and he never implied Zamasu was that much weaker than him.
