I'd say Tenshinhan and Chaozu win. Tenshinhan has skill and has a technique that can take-down foes even leagues stronger than him and Chaozu has his psychic-abilities to help too. That ability can really help here.

Iirc, Goku stated the one he gave to Kuririn was about half the Genki of the original, so I'd say placing it much higher than weakened Oozaru Vegeta would be a stretch. Ginyu tanks it.
