Piccolo was vastly outclassed by Third Form Freeza in terms of power, and Initial Fourth Form Freeza was even stronger. As Vegeta could actually keep up with the latter, a x2 isn't enough to catch up. Vegeta wins.

Vegeta's first form alone could defeat SSJ3 Goku. As Fat Janemba > Fat Boo, Super Janemba should be at least stronger than Super Boo in my book, enabling a hypothetical Janemba-Baby to deal with SSJ2 GT Goku (Baby Arc) at very least, and possibly his SSJ3 form as well.
