Depends whether or not you treat Piccolo's Moon Bust as an outlier. If so, in terms of power he stops at Juubidara/8th Gate Guy. If not, he gets up to Rikudo Naruto/Sasuke, or clears if Oozaru's allowed in either case. However, that's only taking into account raw strength. Due to the Naruto characters having far more hax than he does. I don't see him getting past Itachi based on that.

With Potara, I'd say he can beat SS2 Galu, but anyone above that such as Good Boo or pre-Rosat Base Gotenks would be too much for him. If Shin Kikoho's allowed, then he can take down Post-Rosat Base Gotenks and no higher, though he might even overpower Gohan Boo with Potara.
