I could see that being the case in the anime, where Vegetto wasn't all that impressive anyway.

At least it seems that Goku since the end of the Zamasu Arc, kept his power and I need the Kaioken to match Toppo. The truth all depends on when you increase your power in the Rosat Vegeta. Should he become more than twice as powerful, Vegeta would win, since he would be more than twice as powerful as Goku in equal ways.

Perhaps Vegeta was the second strongest, since Goku can use the SSJB with Kaioken increased more than 2 times without much trouble.

Goku SSJB (ToP) runs the gauntlet.

Goku SSJB (ToP) faces off against Goku SSJB Kaioken x11 (Tournament Universes 6 and 7).

If Goku SSJB (ToP) wins, then he will recover and face Goku SSJB Kaioken x11 (Tournament Universes 6 and 7).

There is no tension of any level of SSJB Kaioken.
