Roshi gets stomped in both scenarios, considering even without Zero Hand or Rose Bomb, Netero is still Town level via scaling from not being leagues below the Royal Guards, or at the very least Multi-City Block level. If Roshi's allowed to use his Manly GAINZ mode and fire off a Max Power Kamehameha, he'll win unless Netero activates the Rose Bomb for a double kill, though I don't see why Netero would let that happen.

EoGT Goku VS Pegasus Seiya (God Cloth)
- Goku has gone through the ritual to become a SSJG, then absorbed the Godly Ki.
- Goku spent 100 years training with Whis in the RoSaT-like dimension with Krillin's training equipment.
- Goku became the new Hakaishin and unlocked Ultra Instinct, Hakai and Energy of Destruction abilities (his protective aura has evolved into a Destruction Armor).
- Assume the RoSaT-like dimension has the exact same features (making Goku actually over 13 millions of years old).

In terms of power, Goku would stomp. However, that still wouldn't place Goku's speed on par with Seiya's seeing as how Seiya's at the level where he can speedblitz those who can traverse a Universe sized space in what seems to be an hour at most and those who can surpass the speed of the Big Bang, not to mention he has far better stamina than any DB character without Boo tier regeneration has presented via scaling from the Gold Saints being able to fight each other for 1,000 days. If it's Seiya's anime canon self though, who's vastly slower than his manga self due to the events of Soul of Gold, Goku would stomp as long as his Hakai Armour can negate Seiya's soul manipulation hax.

I think Kefla has bigger ki but I'm not sure how she'll counter Dyspo's speed as long as he isn't suffering from Super Writing Team Illness and failing to damage even base form Freeza. if Kefla manages to grab him similar to Freeza she'll probably win though.

Kefla wins imo. The both of them seem to have similar speed (she could speedblitz SSJG Goku), and Base Kefla has far greater strength. As soon as she tags Dyspo, he is in trouble.

EDIT: likely SSJ4. Old Kai didn't even know about SSJ, yet he's somehow aware of a far more advanced state. At least it's semi-believable that one of the Shins could use Potaras.

Perfect Cell wins. I'd rate him as arguably the coolest character design in the DB franchise.

Perfect Cell easily. While modern AT is the laziest designer ever, Perfect Cell along with Gotenks-Boo and Lord :bitch were among his best designs. It's at least less ugly than a coat of monkey fur and eyeliner, although because it's a Saiyan state based on the Ozaru form the ugliness is excusable.

Edit: GT zenkais win because they basically weren't explained at all beyond the generic line of "Saiyans get stronger the more they fight," which was already in Z and didn't even apply to canon until Super pretty much.
