Weighted Piccolo was said to be at 18,000 in that movie, so I'd say unweighted Piccolo would be slightly stronger than base Zarbon (22,500>22,000). Piccolo wins, but with difficulties.

They are exactly the same power in my book. I always like to have Trunks arc Piccolo at initial true form Freeza's level. I'd say Piccolo would get the advantage based on his skills, forcing Freeza to show more of his powa.
