I believe that Piccolo wins. I don't have Piccolo far below the SSJs in Androids arc, and he is more experienced in fighting.

I have been thinking the possibility that as Android # 17 strengthened any amount from the GC onwards, it would not surprise me that Android # 18, who was training a month with Krilin, has strengthened slightly.

No reason to assume #18 trained, so a tie power-wise. Her training wouldn't mean much when she'd likely dulled her fighting skills after years of just being a housewife. I doubt Cell Arc #18 could use the Kienzan though, so Boo Arc #18 wins just from that.

Probably Toyotaro, since Ichigo's gray stu lineage and Kenpachi's personality somewhat excuse their asspulls in regards to the plot, even if not excusing the writing behind them, leaving Byakuya's as the only prominent one.
