Yajirobe can be weaker than Goku while still stronger than Tien. He atleast has better durability. He might lose if he doesn't use his sword due to Tien's variety of techniques though.

The Super KHH is portrayed to be stronger. It's the strongest ki attack in part 1 db. Piccolo surviving it was just plot like how a battle worn Vegeta was able to survive a half powered Genkidama that could have defeated him in his Oozaru form.
