Actually, the raw translation seems to say that Piccolo is in the process of storing more power to surpass the original Daimaoh, not that he's already stored that much power. But the fact Kami wants to hide Gokuu from Piccolo suggests Piccolo's stronger.

I don't think Daimaoh was around that long before Muitato sealed him away. I guess for much of the time Daimaoh was stuck in that rice cooker, Kami kept up his training. But Piccolo says that Kami neglected his training during the 23rd Budoukai, so Kami had to have stopped at some point.
