I theorize he was referring to effort (chi suppression hadn't been introduced yet anyway). He used 45% of his power to stomp Goku with a 1.2x-1.25x advantage, but the chi percentage he used to tank the KHH attack was much larger.
I have long since found the solution...
-Farmer is 0.05 and was misread as 5 by Raditz.
-Roshi was 13.9 and misread as 139 by Bulma.
-BOZ Goku/Piccolo were way above 400s, which were their suppressed levels.
It's the only way for the implied gaps to fit in (BOZ Tenshinhan < Mr Popo << Kami << 23rd TB Goku << BOZ Goku). Obviously 416 was his suppressed power.

Goku might end up stronger, because he admitted Gohan would slow his progress down at first. But he wouldn't discover SSJ2 without seeing it in Gohan. The fate of the world would depend on whether Trunks has enough potential and anger to go SSJ2.
Vegeta still wants to go first. Safe to say he trains solo and doesn't care about Gohan, who doesn't have large gains. In cannon, without Goku's encouragement, Gohan didn't even believe he could go SSJ.
