The division commander numbers aren’t ranked in terms of strength from my understanding. I think him knowing basic Haki and being skilled with his DF is enough for his position. I can’t see him being stronger than Doffy honestly.

Yes it’s old Rayleigh. Prime would be S tier. I tend to think Yonko and Admirals are overall the same tier. Also, I feel Luffy surpassed Ace at this point.
