M12 Goku is probably TOEI haxed, meaning he's > SSj3 Gotenks. Assuming that's he not TOEI haxed though, I think Goku could at least manage a bit against Janemba before getting overwhelmed, which I think he definitely wouldn't be able to replicate against SSj2 Gotenks.

He hadn't actually fought or trained with the form in any capacity for 7 years. It's possible that while he could still transform, his power would drop too much if he tried to fight in it.

A Dragon Ball battle power scale doesn't work too well for One Piece, as match ups matter a lot more in One Piece compared to Dragon Ball. It's better to scale One Piece characters via tiers imo, which Doflamingo and Cracker occupy the same general tier.
