Goku was actually over 5000 when he no diff dodged Nappa. Something that's often overlooked. I agree around a 1.5x gap is enough to do what Goku did to Bear Bandit though, hence I said it may not necessarily be double. I also noticed that Goku hit him in a soft spot.
I mean the way Goku literally stood on top of his sword without him realizing it shows a similar level of dominance as Perfect Cell vs. Super Vegeta to me. It may not necessarily be double though. I still don't think Bear Bandit was special enough that Goku "needed" the Janken to defeat him.
