The biggest Ki felt before Fat Janemba Goku was Super Boo (initial), the same as Gotenks Base (Post) thought he could defeat him. Then Super Boo was defeated by Gotenks in the room and Gohan Time had its potential Semi Unlocked. So the latter very easily defeated Frieza (M12), this in turn was superior to Super Bojack. Fat Janemba got up to Gotenks Base (Post).

It should be fairly obvious that Super Boo initially began at Innocent Boo's battle power. What happens when you take the product of the sum apart and put them back together again? Well... you get the same thing.

Piccolo did not feel a need to take any decisive action up until Super Boo revealed that he could sense Ki, despite doing a power-up, or power-burst, which is how I see it, so no, Super Boo did not begin at his full battle power. The only implication that suggests he was at full power was when he broke through the RoSaT.

He used the Ghost Kamikaze attack, because it has appeared in the anime when that part of the film was done.

The fact that Janenba is a clear copy of both Fat and Evil Boo and that Goku references Fat Boo should tell something.

The reason why he had to turn into SSJ because of Toei. They wanted to show that Gotenks is similar to Gogeta.
