Yes. Post Kamehameha he's still quite impressive, but after ki blast spam Cell tells him to get a Senzu and he's portrayed as weaker than the Piccolo who only had 1 year of Rosat and claims to be fodder.

It does, somewhat. Cell thinks Goku should eat a Senzu.

Cell: “Looks like you’ve lost quite a lot of stamina…It’s alright if you eat one of those ‘senzu’ things, Son Goku…This should be able to become an even more magnificent match.”

Cell also is never indicated to have lost any power with the barrier, the barrier likely runs on #17's infinite energy gerator so Cell wouldn't tire from it.

But to think that Goku is at 6% of his power there, that's insane. We've never seen Goku so fatigued in the entire series. To think he could go without a sensu when you have him that low is ridiculous.

No, we have seen Goku way worse before. He's got absolutely nothing after fighting Piccolo Daimao, Vegeta, after Ginyu fought Vegeta, after fighting Freeza, Pure Boo... His PL probably has only one digit in all those scenarios.

Only two situations have Goku retaining a high power after a beatdown: The 23rd Budokai when he's still > Kami, and the CG when he's still > Humans.

Goku was in no position to refuse a sensu bean after his fights with Vegeta and Piccolo.

Oh, I worded that poorly. I didn't mean he lost energy from using the barrier, but after the ki barrage/barrier, he was stated to have lost a lot of ki iirc.

I don't see why tbf. They just fight a bit and Goku starts the spam thing after Cell spams some Ki blasts as well. It is stated Cell is worn out, but it seems more about the fight overall (Mostly the Shunkan Ido Kamehameha) than that specific segment.

Well they were trading heavy blows,and Goku still had enough power to force Cell to use the barrier with the ki barrage. The fact that they were fighting near evenly at that point implies Cell had lost a similar amount of ki. It would seem redundant for Cell to say that Goku has lost a lot of ki twice. He said it immediately following the Shunkan Ido KHH, and then yet again says “you’ve lost a lot of chi” before prompting him to take a senzu bean. Wouldn’t Cell have told him to eat the bean prior if Goku was already that weak? It seems to me that the engagement following the KHH was pretty taxing on both fighters..

Yeah, their little fighting right after the Kamehameha should've eaten a lot of energy from both sides as well. The gap between Goku and Cell was probably opened when Goku decided to spam Ki blasts.
