Kibito not remembering is really weird. Even if Gohan was indeed SSJ2 on Dabra, Kibito should've remembered based on the Budokai stuff. It's not like Gohan got stronger between the Budokai and the Spaceship.

You could always use the Anime to suggest that Gohan got stronger by saying that he feels that he did:

This is coming from the same person who later on, is implied to have a base form which is above Kaioshin, Who's above Piccolo. El Manga Legendario implies that Kaioshin is equal to MSsj Goku Cell Games saga:

Literally there's no proof that Base Gohan from the Cell Games was above Piccolo, and it would seem kind of iffy alot. Kaioshin was baffled by Base Vegeta yet he sensed Ssj2 Gohan from the Tournament, so having Gohan getting stronger is actually logical (still considered fodder to Vegeta and Goku, either way). Such a power boost may seem atrocious, but it's the Buu Saga Kek, so it's expected. Daizenshuu says that Gohan at the start of the Buu Saga is equal to his Cell Saga counterpart except in Ssj2 due to missing this latent potential as he isn't amped with rage and he didn't train to maintain it.

I could use Gohan's training with the Z Sword to show that his Base surpassed even that. So Yeah, Gohan getting more powerful sounds pretty logical following the plot progression, however its illogical overall.

It depends on how you want to interpret his entire being. According to Daizenshuu, they describe this Gohan as being "far removed from battle":

Whether you want to interpret it so that it means he got weaker, or that he just gave up fighting but his power didn't diminish, is up to your opinion.

He still has that serious look in his eyes. He's definitely retained his Ultimate unlock, but his power could've diminished over 10 years.

But if Gohan's base has gotten stronger than his SSJ2 self, why Vegeta still says Gohan is weaker than he used to be as a kid? Base Kid Gohan > SSJ2 Teen Gohan?

It would mean his New Ssj2 is still weaker than his Ssj2 Cell Games Counterpart Kek

It looks like that Cell Arc situation with Kuririn for me. Kuririn can see through Trunks and Cell's reserves, but can't fully see Cell's. On this situation i'd swap Kuririn for Babidi and Dabra, Trunks for Pocus and Cell for the Saiyans.

Babidi sensing Ki also makes sense with what he said about SSJ2 to Goku. I really can't understand why he would be talking about how SSJ2 looks like compared to SSJ.

I just reread the section. It looks to me like Babidi can sense ki. However I definitely think that he cannot sense power levels, he is simply aware that an individual is there. He had to use the Kiri meter to determine Goku's power, otherwise he had no idea how strong he actually was.

Didn't Babidi sense Goku and the Z Fighters when they were hiding behind a mountain? He even identified who the Kaioshin is, and distinguished the fodders from the powerful ones

Yeah, Bobbidi knew they were hiding. Dabra was the one who mentioned 3 of the 7 possessed great energy, though.

Still, Babidi also distinguished between the Kaioshin and the rest, and Babidi seems to have figured out who the weak ones are. So..... yeah

Bobbidi knew Kaioshin brought along guys that had energy. Dabra specified that it was 3 of them that stood out. Bobbidi only told him to choose those 3 and get rid of the others sans Kaioshin to draw the 3 strongest in. The fact that Dabra has to point this out would imply Bobbidi wasn't as aware as you think he was.

Secondly, he's also the same guy that thought all of Super Saiyan 2 Gohan's energy was the result of 100's of humans being drained. Outside of that one point, Bobbidi also thinks it shouldn't be possible for an Earthling to have anywhere close to the power Base Vegeta displayed. So he thinks the Saiyans will have enough energy to revive Boo despite believing they're not all that strong, and believes 100's of humans added to nearly half of Boo's meter. Simply put, his understanding of power is ass and he knows nothing.

Yea I've never even bothered dealing with the timelines. It's simply not important to me, And not worth the amount of brainpower required to think about it.
