Vegeta's reaction to Goku's attack here is strange. Why would he be shocked by this feat knowing that Goku far outstripped Nappa's current level?

Vegeta found it impossible to believe Galu was so strong, so he may have still considered the scouter reading an error. He also may have been caught off-guard by someone as experienced as Nappa being tooled so effortlessly, supported by him not immediately noting that Nappa was performing poorly due to not being level-headed.

It can be argued they just weren't talented enough to learn Kaio Ken.

A Kai that isn't nearly as gifted as the likes of Piccolo could invent a technique that only Goku is talented enough to learn? No offense, but it sounds like bull to me.

Well Piccolo hasn't really trained under him for that long, so it's possible he could have had the potential to learn it given he was there longer.

I think Tenshinhan getting the Kaio-Ken would have been dope as hell though.

I don't think King Kai could actually use the technique that he invented, which only speaks of how dangerous it is. I also believe it, throughout the series we're constantly reminded of how far ahead Goku is compared to his complementaries. It's quite literally the only explanation as to why they never learned it in the series.

To be fair, it at least makes sense why Tenshinhan didn't get the Kaioken, since he wanted to take his own spin on Kaio's teachings and the Shin Kikoho seems to be the result, which is arguably more powerful than he could've ever made the Kaioken naturally.

True, but I think the technique still suits him well. He left quite an impression in his debut when it comes to mastering advanced techniques that the characters never dreamed of, so I think him learning an ability that requires profound Ki control fits with his character.
