Viz probably wanted to remind the audience that Piccolo is far older mentally than he is biologically. It's definitely a Vizism as Piccolo's speech pattern in Japanese is pretty normal. The only real notable change that occurs in his speech patterns is him going from referring to Goku by his forename or full name to just "Son" most of the time after his first death, likely Toriyama's way of having Piccolo essentially take over Tenshinhan's place as the stoic member of the main cast.

That's how Piccolo sounds in the Z dub too so there's at least evidence for that.
