To be fair, SS3's stamina drain makes it so that form has zero use if there's something higher, to the point Super Anime Galu would rather spam Blue than use SS3 more than once in the ToP.
Super Galu uses SSJ2 more than SSJ though, which is how Boo arc Galu conducted serious fights that didn't require his full power (vs. Majin Vegeta, his fight against Janenba before he resorted to SSJ3, most of M13, etc.). In GT Goku just fucks around in base form for half his fights except in the rare occurrences like vs. Super 17 where he immediately transforms, to the extent that he didn't even transform against Vegeta-Baby until the latter unveiled his full power. GT writers have no sense at all of when and where characters should transform, because if they did, they wouldn't have had everybody getting beaten up in base against S17 or Galu fucking around with base Si Xing Long for half the fight despite already using SSJ4 against prior Dragons. GT and movies like Movies 7, 8, or 10 are the last things you should look to for any sort of consistency on the utilization of certain transformations, because Toei writers forget half the time that SSJ is a greater boost than Kaioken and that only an idiot would use base forms for as long as they do in those features.
