The whole point of introducing Super is to introduce the gods and those surpassing Goku. Seems concidental that Toriyama had specifically had Vegeta say 'Universe', while having Goku as the stated #1 on multiple -perhaps 4 occasions.

There is no evidence on Gohans end either.

Goku BECAME the strongest UPON defeating Buu back in the Boo Arc. Making Goku the strongest and it's undisputable.
