That's not really an inconsistency. No. It's clear the power chains and scaling of both mediums is entirely different with such examples as the manga not having Goku use Kaioken at all or having Gohan be equal to Kefla. Whilst that's a fair point, I'd question it being solid foreshadowing. After all, Toppo doesn't explicitly know Vegeta trained under Whis, or even how long Goku did for that matter. Even if he's holding back a few things, it may not be a transformation and could be something as simple as not using Hakai.
