I could see them changing his role in the anime.

As far as a new seiyuu for him, my vote would go for Kenji Nomura (Toppo's seiyuu). His voice work for Reinhardt in the Japanese dub of Overwatch is practically the perfect impression of Daisuke Gouri's voice acting for Mr. Satan in DBZ/GT.

He didn't really achieve it to the extent Goku had, not even gaining Ultra Instinct: Omen, but he did grasp the basics of it through instinctual reactions and dodges.
