What PL do you give Fat Boo (Vs Dabura)? Goku commented that it is necessary for him and Majin Vegeta to join forces to defeat him.

@SIAD I'd agree with most of it other than the existence of Suppressed SS2 Gohan. Cell's belief that he was still inferior to himself likely stemmed from both one's standing Ki not being an accurate measurement of their true power as well as Cell's arrogance seeming to cloud his judgement when it comes to Ki sensing (eg. Not believing Vegeta was superior to his 2nd form until he received a beating from him).

@GreatSaiyaman123 That's one thing I'd use to support the SS2 Gohan and Dabura ~ SPC route. Dabura ought to assume that not only Goku could have such a power boost and may have even expected them to be stronger than that, considering he caught on to Goku to doing something extra when he killed Yakon.

Why would he assume the other two can also become SSJs though?

But besides I’d agree anyway. Being far above SSJ Goku in itself is enough to place him on Cell level.

I think it would be strange for him to assume only Goku was capable of generating such power, especially with the casual way the three were competing with janken to determine who fought Pui Pui rather than making it clear Goku was their ace in the hole or anything like that.

If you can, check the points about Fat Boo that I mention here. I also noticed that you have Gohan SSJ2 (Post Sword Z)> Fat Boo.

I noticed that you have the strongest Shin Kikoho in the Arc Cell than in the Arc Majin Boo.

It was not that Gohan matched Fat Boo (Initial) a rival not impossible to beat.

Gohan said he felt an incredible Ki, yet then questioned if the creature before him really was Boo, so how Boo compared to him at that point is questionable.
Moreover, it's questionable if Boo really did do much of a power up or simply just make his Ki easier to read, as Toriyama has gone on record saying it's very difficult for people (even Boo) to determine how strong he is.

Whether Dabura can read Ki or not is a complicated issue. After all, he was able to deduce the 3 Saiyans as standing out have a great amount of energy. Whether this was through standard Ki sensing or a more complex Demon World art is debatable, though it's evident he does have some method of gauging power on his own.

Those are already noted under the "Powered Up" and "Enraged" monikers respectively. His punch against Dabura and his power up when enraged against Vegeta are the only ones he's noted as making.

If referring to Goten and Trunks in specific, Goku says Goten will only lose because he slacked off in his training, implying SSJ Goten could beat Boo with a bit more training.
Goku also says Pan ought to get pretty far in the Budokai. Keep in mind that she has a good chance of being pitted against one of the Dragon Team during this, suggesting she's at least above Goten/Trunks (something backed up by the anime) and possibly above Good Boo's level. Considering how Super's been treating her potential, I'd say the high end placement's looking pretty likely right now.

Yeah I was asking about Goten and Trunks. I’m not sure if Goku’s statement has to mean anything since “You slacked off” doesn’t remotely imply “You almost surpassed Boo”. Daizenshuu 2 does imply they haven’t trained too much since the Boo Arc and are basically the same.

Did Goku say that about Pan before or after the matchs were sorted? If before then I can see the case here.

Considering there has been a 10 year gap and Goku acts as though Goten slacking off is fairly recent, I wouldn't say it's unreasonable.
