Not only was it a stronger Goku than the version Freeza fought in Movie 5, but Coola went from being about equal to Base Goku in his 4th form to stomping Kaioken x20 with his 5th form.

Add UI on top of that + Hit's improvement and Hit should at least make it to Whis though probably not clear since Whis has had UI for a lot longer and a lot of other hax techniques (rewinding time could let him try a bunch of different strategies and easily get out of any dire situations).

We're given implications Sidra is fodder to his peers and Moscow definitely seems to be a level or so below Beerus to have been KO'd just by one kick from two Hakaishin, so there's indeed noticeable gaps between some of them. If referring to those on par with Beerus (Champa, Quitela, Belmod, etc.), then no more than 2.
