Chapa-o was confident in defeat Goku even knowing the power he used against him 3 years ago and he could even be expecting an improved Goku, therefore Chapa-o ( 23rd Budokai ) > Goku ( initially vs Chapa-o 22nd Budokai ). I generally have Kuririn ( 22nd Budokai ) at the same level as this initial Goku against Chapa-o, since they fought pretty evenly and I think Goku ( initially vs Kuririn ) = Goku ( vs Chapa-o ). Said that, Chapa-o ( 23rd Budokai ) should be at least > Kuririn ( 22nd Budokai ). Chapa-o would win.

Goku base ( vs Freeza ) vs Vegeta ( saga Mecha Freeza )

Vegeta, most likely. After being shown up severely by Freeza and the introduction of a Super Saiyan, I'd say he'd have trained enough to at least surpass initial 4th form Freeza.

I don't consider EoZ Base Goku/Vegeta that much higher than Innocent Boo; so with Base Goku not very close to his previous Super Saiyan 3 power, Gogeta wouldn't be either. Gohan-Boo stomps. Super Saiyan would be required to win in my opinion.
